ADMINISTRATION AND PERSONNEL DEPARTMENT

Administratively the department is very complex as it comprises of hamlets, villages/streets and wards. Currently the council has 425 hamlets, 84 villages and 20 wards including newly established wards of Mipotopoto, Lumeme, Upolo, Mpepo and Linga. The department is mainly divided into parts; administration and Personnel Operations.

HR operation section has a total of 04 HR officers; the section being part of the department has various duties which are further subdivided to hr officials.

Administrative Responsibilities:

  • Coordinate all council statutory meetings
  • Monitoring the functioning of council open and confidential registry
  • Coordinate organisation transport and transportation, security and safety of the council sorroundings,
  • Providing working tools to  administrative staffs at council headquarters and at ward/village levels
  • Coordinate all administrative protocols
  • To coordinate the implementation of council customer service charter
  • Collect and interpret information about changes in the operational environment, and extract relevant HR and Administrative issues for organisation.
  • Overseeing employee relations and grievances and provide technical advice and support to management on HR issues.

Personnel Responsibilities

  • Support the development and implementation of HR initiatives and systems
  • Organize staff recruitment, induction, appraisal, confirmation, discipline, etc., including supervising support staff and to ensure full compliance  with government policies and regulations
  • Overseeing employee relations and grievances and provide technical advice and support to management on HR issues.
  • Maintain all personnel and payroll records including personnel files and timesheets.
  • Identify coaching, training and continuous development opportunities for staff, as well as participation in the performance appraisal process.
  • Be actively involved in recruitment by preparing job descriptions, posting ads and managing the hiring process
  • Develop training and development programs
  • Conducting performance staff appraisals, producing reports and communicating the results to staff.
  • Support the management of disciplinary and grievance issues
  • Maintain employee records (attendance etc.) according to policy and legal requirements
