Introduction.

The water department is among the sector department in the council which has the duty of ensuring the availability of water supply services for various purposes to the community at all levels in the District. The Department is responsible for the day to day responsibilities for providing water supply services to communities through planning, designing, constructing of new water projects, providing technical supports to communities in the operation and maintenance of the constructed projects. In order to enhance the sustainability of the services the department work in collaboration with other council departments  in crosscutting issues especially those related to environment, Land,  agriculture, community, Health  and Legal.

Vision of the Water Department:- To provide people with assured  services at affordable costs, at acceptable standards and within defined distances.

Mission of the water Department:- The water department is focusing on providing people with sustainable water supply  services with acceptable qualities.

The main role of the department is to implement the sector objectives addressed in the National water policy (NAWAPO) 2002, the water laws No: 12 and 11 of 2009 and the environmental laws of 2004 and co ordinate with other stake holders in the implementation of different sector programmes focusing at alleviating poverty through providing improved water supply services at acceptable quality.

The key roles and responsibilities of water Department being :-

•     Provision of water supply services to the communities through project planning, designing, construction operation and maintenance.
•  Provide Support to community in the management of the water supply services for sustainability by coordinating and facilitating the establishment of COWSOS (Community Owned water Users Organization)
• Implement sector policies and laws for the sustainability of water resources
• Guide communities during project planning stage in the selection of the type of technology.
• Guide the community in the procedure involved in the application for water right.
• Disseminate the message of National water policy to communities regarding their roles and responsibilities in the sector development.
•  Conduct training on hygiene and sanitation aspects
• Liaise with the ministry of water and Irrigation (MoWI), Regional an PO RALG in implementation of policy
• Cooperate with other stake holders in the sector development
